Job Description:

JPI has an immediate opening for a Consultant with at least 5 years professional experience, including 3+ years management consulting and direct project management experience. This position will be part of a team working directly with US Coast Guard senior leadership, systems engineers, and project managers to ensure business strategy, transformation, and enterprise IT projects are delivered on time and within budget.​​


  • Development and management of project plans, Plans of Actions and Milestones (POAM) and Integrated Master Schedules (IMS), including creating Work Breakdown Structures (WBS)
  • Support development of project management artifacts (charters, memos, processes, tools, status reports, and templates)
  • Hold clients accountable to schedule and deliverable milestones
  • Help client define a clear, consistent, and traceable vision, mission and approach to project
  • Develop and provide Project and Milestone reporting to Leadership
  • Support the implementation of PMI and ITIL methodologies
  • Analyze business and technical strategies and recommend and carryout improvement initiatives
  • Support organizational and technical transformation and change management efforts (e.g.,  Intelligence Community Information Technology Enterprise (IC ITE), Document and Media Exploitation (DOMEX), etc.)
  • Develop meeting and briefing materials, including agendas, meeting minutes, talking points, presentations
  • Lead and facilitate working sessions and senior/executive level client meetings. Interface with and present to executive leadership
  • Define, create, and implement complex business processes and communicate process solutions to the client
  • Configuration and maintenance of project management information systems (i.e., SharePoint) to support ongoing project management efforts
  • Identify processes for automating and implementing efficient work management
  • Draft documents to include memoranda of understanding (MOU), business case analyses, requirements, standard operating procedures (SOPs), process guides, communication action plans, and whitepapers
  • Data analytics, forecasting, performance measurement, and quantitative and qualitative metrics development
  • Additional activities include participating in program management working sessions and supporting program managers in executing day-to-day project management activities​​


  • TOP SECRET CLEARANCE REQUIRED. Must be able to obtain TS/SCI.
  • Experience supporting strategic and/or transformational change efforts in the federal government or private sector
  • Bachelor's degree in business, management, information systems, cybersecurity, communications, or a related field
  • Experience with understanding concepts and developing Strategic Writing
  • Experience / Understanding of IT networking architecture and system integration
  • PMP Certification a plus
  • ITIL Certification a plus
  • Experience with MS Visio and MS Project
  • Experience with Technical Writing (Memoranda of Agreement, Memoranda of Understanding, etc)
  • Understanding of developing project management methodologies (processes, best practices, tools, and templates)
  • Exposure to SDLC/SELC and SEI CMM principles a plus
  • Excellent interpersonal, written and oral communication skills and effective listening skills
  • Must be a self-starter with strong organizational skills
  • Ability to work independently and in team settings to include close collaboration with program managers
  • Experience supporting large, complex programs and supporting program management offices
  • Ability to understand technical capabilities and requirements 
  • Proven ability to support multiple projects simultaneously in a deadline driven environment
  • Proven ability to develop identify problems, recommend well thought out solutions and implement desired outcomes
  • Experience in building and managing client relationships
  • Proven ability to identify gaps and develop corrective action
  • Proven ability to prioritize work and meet tight client deadlines
  • Proven ability to ramp up on new initiatives by conducting self-driven research
  • Ability to adapt quickly to changing priorities and assignments ​
