Job Description:

JPI has an opening for an experienced Senior Consultant who can lead process improvement and strategy for major systems development program for a federal client group.  This position is part of an account team overseeing multiple development contracts and personnel providing project, program, and portfolio management, product management, while also overseeing Agile development, DevOps, Salesforce integration, testing, and independent and validation and verification (IV&V) services. Position will also focus on process improvement. Eight plus (8+) years’ experience in federal government IT environment required. 


Strategy/Process Improvement (40%)

  • Evolve Agile lifecycle management processes and tools for the program; provide Agile coaching for government executives and business analysts
  • Lead efforts to gain consensus on technical decisions and drive software engineering best practices to deliver required results
  • Lead Integrated Project Teams (IPTs) with external stakeholders to address business and architecture for system integration
  • Participate in government standards working groups representing program needs  
  • Provide support for program performance management and risk management activities
  • Enforce standardization of methodology, tools and templates across all projects
  • Identify and recommend strategies for automating and implementing efficient work management processes
  • Develop briefings to lead decision making on complex business and technology issues
  • Lead senior technologists in conducting requirements gathering, analysis-of-alternative (AoA) projects, developing rough order of magnitude (ROM) estimates, and writing white papers
  • Work with government and contract staff to achieve project and program goals and objectives within time and budget constraints

Project Management (40%) 

  • Manage IT projects from concept to completion, working within a technical environment, demonstrating technical knowledge of systems implementations, IT infrastructure, Cloud Computing, and COTS implementations
  • Manage projects with government clients and external stakeholders; establish vision and plans for major system enhancements, testing automation, and system integration projects
  • Lead requirements gathering and business architecture efforts, user story workshops, and AoAs
  • Lead and facilitate client meetings; track decisions and work action items to completion 
  • Facilitate cross functional teams to drive decision making and consensus
  • Provide day-to-day project management, engagement control (managing to establish targets), support, and advice on all assigned projects and programs 

Account Management (20%) 

  • Support account planning and execution to include business develop and proposal activities
  • Participate in recruiting and hiring tasks (developing position descriptions, interviewing, and mentoring new hires) 
  • Support client meetings, industry days, and discussions on JPI capabilities and experience 


  • BS in Computer Science or IT-related field 
  • 10+ years’ experience in federal government IT project and program management 
  • 5+ years’ experience with Agile software development, continuous integration, automated testing, and DevOps 
  • Excellent facilitation skills with cross-functional teams including Govt. executives and staff, Govt. contractors, and IT SMEs
  • Proven ability to research and apply evolving industry best practices to programs to improve performance
  • Experience with Confluence, JIRA, or similar Agile life-cycle management tools
  • Experience leading agile development teams to deliver software solutions
  • Strong organizational management skills including the ability to proactively manage multiple tasks, management of program and leadership consultation and experience in supporting the day-to-day operations of a high-visibility program office
  • Strong interpersonal, written and oral communication skills (proven comprehension of complex technologies and ability to speak to and understand technical terms)
  • US Citizen
  • Clearable to Secret

Desired Qualifications

  • Master’s Degree, MBA or MIS preferred
  • Salesforce experience 
  • Cloud solutions (AWS, FedRAMP, Azure) experience 
  • Certified Scrum Master (SCM) preferred 
  • PMP preferred 
  • ITIL Foundations required; additional ITIL certifications preferred
