Position Description

JPI has an immediate opening for an Analyst with 3+ years' management consulting experience and 3+ years of data analytics experience. This position supports the United State Coast Guard (USCG) Human Resources Analytics Office in the development and application of ETL pipelines and machine learning models in Python as part of an effort to modernize the Office’s reporting structure. The successful candidate will have experience leading/working Python development projects. Experience with SQL, Python (pandas, numpy, etc.), and Microsoft Office required. Familiarity with creating, optimizing, and deploying machine learning models in Python is preferred.



Python Subject Matter Expert (75%)
• Work with Federal clients to identify:
         o Major client processes and associated outputs
         o Existing Standard Operating Procedures (SOPs), process maps, and work breakdown structures
         o Delays in production and challenges
         o Workforce planning data sources
         o Future work initiatives and anticipated work surges
• Write SQL queries to retrieve data from a MySQL database
• Work with business SMEs in the client office to understand the requirements for the end product and translate to actionable items
• Manage an internal team of Python Developers directing their day-to-day work and offering Python subject matter expertise where needed
• Perform regular code and documentation reviews to ensure all code written adheres to best practices and is thoroughly documented

Project Management (25%)
• Manage a data analytics project building ETL pipelines and forecasting models in Python to automate and replace a legacy reporting structure
• Coordinate efforts between internal Python Developers and the client analyst teams
• Develop briefing materials to present results to Federal client leadership
• Develop and maintain project artifacts including agendas, minutes, project plans, and communication.
• Facilitate client meetings, as needed
• Track all action items, client requirements, deliverables, and project plans throughout the project lifecycle
• Contributes to production of contractual deliverables
• Maintains strong relationships with the federal program manager and team members


Minimum Requirements
• Minimum of Bachelor's Degree, preferably in business, statistics, or related field
• Minimum of 3 years of experience in management consulting preferred
• Knowledge of Federal programs; DHS and/or immigration-related programs preferred
• Ability to review, synthesize, and prepare highly technical, sensitive, and complex documents, briefing materials, management directives and correspondence
• Ability to conduct comprehensive data analysis
• Minimum of 3+ years' experience with SQL, Python (pandas, numpy, etc.), and Microsoft Office required
• Familiarity with creating, optimizing, and deploying machine learning models in Python
• Ability to obtain a Public Trust clearance

Desired Qualifications
• Advanced Python experience for data analysis applications (pandas, numpy, etc.)
• Strong knowledge of machine learning models and how to create them in Python (sklearn)
