Senior Contracts Manager

JPI has an immediate opening for a Senior Contracts Manager. Candidate must possess five (5) to seven (7) years of direct experience providing federal contracts management and/or business operations leadership for a company of no less than 100 people.



Responsibilities include but are not limited to: Contracts Management / Administration (80%)

  • Oversees the corporate contracts management program and develops, builds upon, and strengthens the program with continual process improvement and redesign efforts;
  • Manages the coordination and maintenance of Government and commercial contracts through full contract lifecycle to ensure compliance with client requirements and Federal regulations;
  • Reviews, advises, and negotiates complex federal or commercial contracts with external partners;
  • Corresponds and coordinates with Federal Contracting Officers (COs), Contracting Officer’s Representatives (CORs), and other client POCs on all contractual matters;
  • Coordinates General Services Administration (GSA) Multiple Award Schedule (MAS)-related, submissions (e.g., GSA eOffers, eMods), activities (e.g., Mass Mods/Pricelist maintenance via SIP), and leads and participates in all GSA-initiated Audits/Assessments activities.
  • Demonstrates expertise with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFAR) standards; capable of ensuring full compliance with all contractual documentation;
  • Researches new laws and proposed legislation to interpret potential impacts on current and future contracts; and
  • Supports configuration and process management for all document repositories and databases;
  • Ensures compliance with FAR, DCAA, etc. and contract finance requirements, and identify corporate solutions to meet compliance;
  • Coordinates with Program Managers to provide guidance on contractual requirements and ensure contract requirements are fulfilled;
  • Provides guidance to Management on contracts administration best practices, concepts, and regulations.


Proposal Coordination (20%)

  • Supports the proposal process to ensure compliant and timely responses to client Request for Information (RFIs) / Sources Sought Notices (SSNs) and Request for Proposals (RFPs) / Request for Quotes (RFQs);
  • Supports the corporate proposal coordination program by reviewing all FAR / DFAR clauses for potential impacts to the response;
  • Participates in and reviews proposal pricing submissions; ensures continued compliance with awarded contract pricing (e.g., MAS negotiated rates) and meeting labor category requirements;
  • Develops, builds upon, and strengthens the proposal compliance and pricing processes as part of continual process improvement efforts.

Required Qualifications / Experience include:

  • Ability to negotiate, author, execute, manage contracts, subcontracts, teaming agreements, and purchase orders cradle to grave and provide contracting subject matter expertise;
  • Experience managing GSA Multiple Award Schedule (MAS) management / audits / evergreen process;
  • Knowledge of FAR/DFAR Clauses, business development, proposal / grant writing;
  • Technical, professional, and business writing;
  • Strong organizational and critical thinking skills;
  • Excellent written and oral communications skills;
  • Superior attention to detail;
  • Strong interpersonal communication skills;
  • Capability to work independently and in team settings;
  • Ability to proofread, edit, revise, and finalize documents of varying lengths and styles;
  • Bachelor's degree with at least five (5) to seven (7) years of direct experience providing federal contracts management and/or business operations leadership for a company of no less than 100 people years government contracting experience. A juris doctorate (law degree) may be substituted for experience;
  • Advanced knowledge using Microsoft (MS) Office Suite.

Preferred Qualifications include:

  • Experience working with confidential and / or sensitive information;
  • Experience working with Joint Venture (JV) and/or Mentor-Protégé (M-P) companies;
  • National Contract Management Association (NCMA) certifications including Certified Commercial Contracts Manager (CCCM), Certified Federal Contacts Manager (CFCM), or Certified Professional Contracts Manager (CPCM);
  • Experience working with remote management / leadership teams;
  • Experience implementing process improvement initiatives.
