Senior IT Project Manager

Position Description:

JPI has an opening for an IT Project Manager to serve as a Senior Business Analyst within the Department of Homeland Security.  Requires 10-15 years of consulting experience focused on software architecture governance, Program Management Office (PMO) operations, employing Agile methodologies, contract management, federal policy, and working with Federal clients on a day-to-day basis. This position will be working with team of developers and project managers to manage and support a diverse set of information technology (IT) related projects.


  • Drives standards for an IT Program's annual business planning process with focus on strategic alignment, prioritization, demand intake, and resource management;
  • Supports initiatives targeting improvements to the client's operating model and performance;
  • Develops Product Roadmaps to align with the client's strategic plan;
  • Designs and Develops process improvement efforts for IT delivery;
  • Provides thought leadership and innovation to provide recommendations on emerging technologies or optimization/efficiencies across architecture, implementation, hosting, etc.;
  • Directs development and oversees delivery of solutions and deliverables that meet or exceed contractual delivery requirements;
  • Provides subject matter expertise to an IT PMO, developing processes and procedures according to client needs and anticipating emerging requirements;
  • Maps complex business processes and communicates solutions to the client.

Minimum Requirements:

  • Must be able to lead and influence across teams and organizational boundaries
  • No less than ten years' relevant experience in direct support of a Federal government department or agency
  • Experience working with system stakeholders and users; with a firm understanding of organizational change management techniques
  • Experience leading enterprise IT teams, leveraging technologies including AWS Cloud, Identity Management, and Microsoft enterprise applications
  • Understanding of DevOps, systems administration, system monitoring, and requirements of mission critical solutions
  • Bachelor's degree in Information Systems or a related field
  • Experience supporting large, complex programs and supporting PMO activities
  • Experience with Agile methodologies
  • Experience leading teams and coaching junior employees
  • Understanding of Federal contracts, development of acquisition package artifacts, associated management processes, and invoicing procedures
  • Understanding of project management methodologies (processes, best practices, tools)
  • Strong interpersonal, written and oral communication skills
  • Experience in building and managing client relationships
  • Experience in IT system and software testing lifecycle
  • Proficiency in Microsoft Office, Project, and Visio
  • EOD / Public Trust Clearance Required

Desired Qualifications:

  • Project Management Professional (PMP)
  • Certified Cloud Practitioner
  • Master's degree in Information Systems or a related field​
